CICA : Clarification on chucking and rules for new snow-fence

Thank you CICA for installing the new Snow Fence at the Normal ground.

Here is clarification on chucking and rules for new snow-fence from CICA:

Dear Cricketers,

There has been general perception floating in Bloomington cricket community that CICA allows throw bowling (Chucking). This email is to clarify that CICA do not allow chucking of the ball (throw bowling) and match umpire has an authority to give chucked ball as 'NO Ball'. CICA follows the ICC guidelines considering this issue.

This is a reminder to umpires of all teams that CICA follows ICC chucking rule. Leg umpire is in a position to give this decision.

There should not be any exemptions to the bowlers who had been bowling with chucking action for past matches/years. The bowlers getting away with chucked ball in past could just be an ignorance of umpire on this rule. Match should not be stopped for umpire giving a chucked ball and should continue with umpire’s decision.

NEW FENCE INSTALLED.

We have put snow fencing on water ditch side of the ground. This will save us lot of time and balls. As this fencing is around 4’ tall, we came up with following rules regarding ball hitting the fence or going into ditch. Fencing is open at all 3 bridges, so that player can cross over to fetch the ball. For scoring purpose we will divide this fencing in 2 sections from center bridge.

If the ball hits the fence and ball stays on inner side of the fence, it will be declared runs and batsman cannot be run out.
If the ball bounces on the ground and then hits the fence till center bridge it will be 1 run.
If the ball hits directly on fence till center bridge without bouncing on the ground it will be 2 runs.
If ball falls in ditch (water) directly or after hitting the fence, 2 runs are declared.
If the ball hits the bridges till center bridge it will be 1 run.
Ball hitting the fence (with bounce or direct) after the center bridge it will be 2 runs.
If ball hits the fence and crosses over the water ditch and do not cross the boundary. Ball is still in play and batsman has to run to get the runs.
Rest of the rules remains the same.
Dicuss with umpires and opponent team to make sure all team members understands the new change due to fencing.

Note: We will try these rules for this week and if we find it suitable it will be finalized.
